BELLEVUE, Iowa - Voters here will go to the polls Tuesday to decide between two men seeking one City Council seat. They will either support a man appointed to fill the position or seat a challenger who believes he should have been appointed.
On Jan. 6, the council appointed Tim Roth to fill a seat vacated by the December resignation of councilman Brian Bormann. Soon thereafter, Bob Hughes circulated a petition for a special election and collected more than 100 signatures. Although anyone could take out nomination papers, no one else did, and voters will decide between Roth and Hughes on Tuesday.
Bellevue native Roth served a brief stint on the council in 2007 and has been active in numerous civic groups in town. In the few weeks he has been on the council this year, he has dealt with several tough issues:
* City-owned cable TV system: "We've got to make it work better and not invest any more money in it. We can't keep losing customers. We are looking at possible legal actions."
* New 5 percent franchise fee for natural gas utility: "Yes, I voted for it. It is a new tax, but it is replica tag heruer watches more of a 'user fee.'"
* City budget: "The easy thing to do is to cut employees, but I'd rather find a way like reducing twice per week garbage pickup. We may be looking at a small tax increase this year."
This is Hughes' third try at a council seat. He came in fourth out of six candidates in the November municipal election for three council positions, so when another seat opened up, he assumed he would be appointed to fill it.
