NEW DELHI: The government has issued instructions to all central ministries and departments and chief secretaries of states and UTs asking them "to strictly adhere to the revised procedure", which requires participants from eight countries including Pakistan and China, to get prior mandatory security clearance for conference visa from the home ministry.

This provision is also meant from any foreigner of Pakistan origin and stateless persons. Besides Pakistan and China, the other six countries are: Bangladesh, Afghanistan, Iran, Iraq, Sri Lanka and Sudan.

Conference visa is meant for foreigners who intend to take part in any international conference, seminar or workshop pertaining to events where substantive discussions/deliberations/interaction and exchange of thoughts and ideas takes place on a specific matter.

Sources said the fresh instruction from the home ministry comes against the backdrop of reports that some departments were not adhering to these guidelines.

"As per revised procedure, while the ministry of home affairs grants in-principle approval for holding the event, security clearance for grant of conference visa is required from this ministry only in respect of participants from Afghanistan, Bangladesh, China, Iran, Iraq, Pakistan, Sri Lanka and Sudan and people of Pakistani origin and stateless persons," said the statement issued by the ministry on Thursday.

It said: "The participants from other countries can obtain conference visa from the Indian mission concerned on production of the invitation letter from the organiser, event clearance from the ministry of home affairs, administrative approval of the nodal ministry, political clearance from the external affairs ministry and clearance from the state government and UTs concerned."

These instructions have been issued so as to ensure that all organisers of such international events strictly adhere to the timeline for submitting their proposals to the home ministry which is at least six weeks before the commencement of the event.

"This would ensure that security clearance for the event and for the participants could be suitably assessed," the statement said.

It said: "The issuance of these instructions had also become necessary because security vetting is
